UFT President for Eternity, Michael Mulgrew, uses the excuse that the curious December 23, 2019 New York City school schedule is handed down from Albany.<br />

QUESTION: Mulgrew has such clout in Albany? Then why can he not get accomplished democratic autonomy for New York City? We have no home rule. We are a petty fief of the state. Maybe Mulgrew and the UNITY clan like it this way: a little number of players can negotiate with each other in secret, unlike locales school districts that putting the decision on whether to open December 23 up an open public discussion. This fiasco shows the failure of having mayoral control where major decisions impacting the schools are addressed behind closed doors.<br />

It will be pretty awkward and difficult leading classes and getting work accomplished, when all the news and other media will be mentioning vacations having begun over the weekend. Students exposed to this will be mighty jealous and embittered. Of all the days school will feel like confinement, this will be it.<br />

The United Federation of Teachers is rushing through with approval of a new UFT-DOE contract. It released the details Friday afternoon and the delegates voted on it that night. It contains only a two percent raise when it would start in February 14, 2019. But teachers in New York City are facing costs increases far greater than that. Younger teachers, a large proportion of the teaching workforce are facing an even greater burden.<br />
<br />
The contract contains increases after the first 2 percent increase of 2.5 percent, and then 3 percent. However, there are several months of no increase in pay. So, over the life of the contract, until Sept. 13, 2022,<a href="http://iceuftblog.blogspot.com/2018/10/new-contract-raises.html"> the increase is actually just 1.94 percent annually.</a><br />

Housing costs have been increasing at far greater rates than the 2, 2.5, 3 percent increases. <a href="https://ny.curbed.com/2017/8/16/16154956/nyc-rent-prices-wage-increase-comparison">Curbed in summer of last year reported </a>that rental prices in New York City, in the bottom fifth tier of rents, had increased 4.9 percent since 2010. Apartment prices in Brooklyn rose 68.1 percent from 2006 to 2016, an annual increase of 6.81 percent, more than three times the rate of inflation, <a href="https://www.brickunderground.com/buy/how-prices-have-changed-over-10-years-NYC">the Brick site reported in February 2017.</a> Prices for the same period for Manhattan apartments rose 63.8 percent, for an annual average of 6.38 percent.<br />

Newer teachers are paying back loans on tuition rates that have grown at higher percentages than an oft cited current 2.2 percent interest rate. Of course, rates vary from teacher to teacher, by which college they attended and by what the tuition was while they attended, but it is important to contrast that 2.2 figure against overall averages.<br />

The DOE prefers to recruit its newer teachers from the more elite schools. The tuition increase at the top 50 private institutions for the 2017 to 2018 academic year was average of 3.6 percent. <a href="https://www.usatoday.com/story/college/2017/06/09/private-college-tuition-is-rising-faster-than-inflation-again/37432483/">As USA Today noted, several institutions increased their tuition (forming the higher end of that average) at even higher rates.</a> Lehigh University raised tuition by five percent in that year. In fact, across the board, college tuition rates rise at rates higher than the general inflation rate. Jose Cruz, the principal at Math and Science Technology High School who gave 'Ineffective's to his nearly entire staff, is out. He had a penchant for driving so many teachers out that a few semesters he began with incomplete staff so much that about a third of students' programs read "vacancy." Teachers knew that if they were assigned there they could kiss their career good-bye, because they would end the year with a grossly tainted record.<br />
<br />
Cruz was so notorious for his terrorizing staff that he ranked worst in rankings of Queens high schools, as noted in the Chaz School Daze blog. His reputation was such that teachers would not apply to his school and no one showed interest in working at his school when his administrators went to the Department of Education job fairs.<br />
<br />
He was the target of a few negative news articles in the New York tabloids. And yet, his connections in the Council of Supervisors and Administrators (CSA) union and in the association of Dominican-American administrators, ADASA, he was protected. So, amidst heavy staff turnover, repeat scandals and tanking test scores he was protected.<br />
<br />
So, is the canning of Cruz the beginning of a much needed housecleaning, as has often been called for by the blogs? Was his ouster the result of mounting complaints and investigations or was it the result of the Tweed finally cleaning house after media exposure of several terribly incompetent and unprofessional administrators in the Bronx and Queens? We would hope that his ouster was the result of the latter, but don't hold your breath.<br />
<br />
If there is any justice the United Federation of Teachers will push to have the 3020(a) proceedings against teachers under Cruz halted, so that the teachers may be given fair hearings. Who knows how many careers were ruined because of Cruz's sadistic ratings?

At least his staff can rest easily this weekend.<br />

Here is how the latter pattern works: the DOE forces teachers to reapply for their jobs. This is disingenuous, as the experienced teachers draw higher salaries. Under "Fair Student Funding" schools have limited budgets for staffing and principals have strong incentives to hire less experienced teachers at lower salaries. Teachers lucky enough to find positions find themselves working in schools in which far fewer teachers have the institutional memory of how schools worked well in the past; they also have a fewer teachers with a memory of how teachers were treated with professional respect in the past. Most teachers from these broken up schools will go into the Absent Teacher Reserve pool, and will rotate between schools, sometimes working as substitutes, sometimes working as teachers with regular programs. All told, this demoralizes teachers. Hundreds of teachers from these schools will become ATRs.<br />
<br />
The union, the United Federation of Teachers? They will calmly parrot the DOE line that teachers need to polish their resume if they want a regularly assigned position.<br />
<br />
Experts know better. As Alan Singer, an education professor from Hofstra University and director of there <a href="https://www.huffingtonpost.com/entry/newly-reelected-new-york-city-mayor-decides-his-school_us_5a3c7557e4b0d86c803c7095">recently wrote, De Blasio's school closing policy is a failed policy that does not consider the impact of social inequalities.</a>.<br />
<br />
Additionally, as Singer noted, the record has demonstrated that the school closing policy does not produce the desired results. Lastly, as the Chaz School Daze blog <a href="http://chaz11.blogspot.com/2017/11/the-disconnect-between-graduation-rates.html">has cited, the schools under De Blasio and Bloomberg just show improvement under fraudulent pretenses</a>. Teachers are pressed to pass everyone. And the result is that students are quite ill-prepared for college or careers.</div>

The study in question documented that teachers are feeling increasingly frustrated over the student use of cellphones. Given all the research showing the negative impact, why are we still allowing cellphones in the classroom? This is a threat to students learning, and by extension this is a threat to teachers' careers. DeBlasio has said nothing on the widespread use of the phones and of course he has said nothing about reconsidering his reversal of the Bloomberg policy on phones.<br />

DeBlasio has continued unabated the assault on teachers.Nothing has improved. The extremely oppressive administrators from the Bloomberg era remain. De Blasio has not given a message to administrators to be humane and professional. <br />
<br />
Preservation of undemocratic school governance. De Blasio has continued the denial of democratic representation. Thus, parents have no say. Certain issues do not see the light of day in public discussions.<br />
This lack of community voice has led to disasters in school leadership.<br />
Teachers, parents and supporters of public schools should not reward DeBlasio with another term.<br />

Bannon’s embrace of the “alt-right” movement has at once propelled his rise and put a ceiling on it. It took him from obscurity to the White House and now to the head of a rebel conservative movement. But his ability to realign the parties is hampered by those more noxious elements of his coalition. Bill De Blasio inherited a public school system tremendously harmed by New York City's previous mayor, Mike Bloomberg. The latter, among his changes, had shut down dozens of schools and had them broken into small schools. This trend particularly happened at the high school level.<br />

Yet, De Blasio has pushed hard in recent weeks for the renewal of mayoral control. With mayoral control he could have spent the previous three years reversing the damage that Bloomberg began. Instead, he continued it.<br />

We see in rampant segregation in New York City schools the results of the changes that Bloomberg started and De Blasio continued. The New York Post yesterday posted an <a href="http://nypost.com/2017/07/09/elite-school-has-better-athletics-than-schools-in-shared-building-suit/">article on one parent who is suing the city for unequal resources</a>. Some of the issues addressed in the story are the mere tip of the iceberg of the inequality issues in the city's high schools.<br />
<br />
The disparity described in the article is regarding exclusive access certain physical education and disparate funds. An elite school in the former John Jay High School campus, Brooklyn Millenium High School, has access to a pool and $115,255 in a given year. Park Slope Collegiate School and the other two schools in the campus do not have pool access and received $41,045 in the same year.<br />
<br />
This echoes disparities easily evident in the 2017 New York City High School Directory. The pattern immediately becomes evident: small schools, particularly those with African-American and Latino populations have limited offerings. Few foreign language offerings. Limited sports activities. The schools do not offer Advance Placement courses. Instead, we see online instruction offerings. Continuing with Brooklyn, take for example, the Cultural Academy for the Arts and Sciences ine East Flatbush, at the former Tilden High School campus, which has a student body of 354. Only one language is offered as a foreign language. The description of Academics includes some topics that are more likely after school: "College Partnerships ... International Partnerships." Online learning gets mention in the first line, "Aventa/Fuel Education Blended On-Line Learning Courses." There are no AP courses.<br />
Continuing with Brooklyn, Edward R. Murrow in Midwood with 3,885 students offers five foreign languages. There are 13 AP courses. This sample of offerings in the Academics section represents real classes not after-school programs: "Law Program, Psychology, INTEL, Journalism, Writer’s Institute, Film Review, Social
History Electives, Shakespeare, Holocaust/African/Latin Literature."<br />
<br />
Where is the outrage? Where is the coverage among the television network affilates? Where are the hearings by the city council's education committee? It has gotten so bad that finally the New York Times in the last 12 months finally brought itself to address the issue. The Times recognizes that the segregation <a href="https://www.nytimes.com/2016/09/21/nyregion/racial-segregation-in-new-york-schools-begins-in-pre-k-report-finds.html">starts with Pre-K</a> and that <a href="https://www.nytimes.com/2017/06/07/nyregion/a-manhattan-district-where-school-choice-amounts-to-segregation.html">school choice has triggered this</a>. De Blasio last month <a href="https://www.nytimes.com/2017/06/08/nyregion/mayor-bill-de-blasio-new-york-public-schools-diversity-plan.html">defended what has become the status quo.</a> An education department spokesperson uses the word "diversity" to characterize the city system, instead of "segregated." Of course, no principled reversal of the Bloomberg destructive public school policies is in sight.<br />
<br />
This shame of segregation is a scandal that De Blasio gets away with because his chancellor unresponsive to the public and the mayor and chancellor's rubber-stamping Panel For Educational Policy is an undemocratic institution. This is all the result of mayoral control. The media and political classes are silent abetters. </div>

Just a very few months ago students were sitting in, in the hallways of Townsend Harris High School in Flushing, Queens. There they were protesting also against a draconian principal, Rosemarie Jahoda. See <a href="https://www.nytimes.com/2016/12/16/nyregion/townsend-harris-high-school-principal-jahoda.html">here</a> on the sit-in and <a href="http://abc7ny.com/education/parents-and-students-protest-for-removal-of-interim-principal-in-queens/1759037/">here</a> on the state of the struggle in more recent weeks.<br />
<br />
What these schools have in common is that they have histories of being progressive in climate and as serving the more advantaged half of the city's students. While it is quite laudatory that students and parents are mobilized at both campuses we must remember that there are dozens of other schools across the school with equally oppressive principals. However, these schools serve more black and Latino populations that come from lower income families. They do not have as much clout as parents at progressive Manhattan schools as in CPE1 or students at elite examination entrance schools as in Townsend Harris.<br />
<br />
Perhaps these profiles are why NBC New York has given attention to the CPE1 struggle and the New York Times gave a few articles to the struggle at Townsend Harris.<br />
<br />
Second, it must be noted that what allowed for draconian principals and a completely aloof process allowing the principals to have free reign and the city to give them a blank ticket for being rude to students and dictatorial to teachers has been the complete removal of any semblance of democratic input, with previous mayor Michael Bloomberg's replacing the Board of Education with the Department of Education.<br />
<br />
The former system had greater opportunities for parental input, public forums for engaging parents, and a process for elected leadership of the school system. The current system is a top-down corporate model with no room for authentic popular input. All power stems from the mayor. As we saw a week ago the rubber stamp Panel for Educational Policy (PEP), all decisions in the NYC Department of Education are done deals. There is no place for popular expression to be heard around how to run schools, whether public schools are to be supported or whether charter schools are going to be given privileged status in the school system.<br />
<br />
So, we applaud the parents, students and teachers mobilized at these schools. But we must remember the unrecognized oppression at other schools in the different boroughs. We must end the undemocratic regime in the city so that principals can no longer rule without any checks against their power.</div>

No, you cannot make this up. About a month ago New York City mayor Bill De Blasio made a surprise appearance at the UFT's Delegate Assembly for an endorsement.<br />

Yet, just weeks later the New York City Independent Budget Office is showing how much the city hates teachers. The agency is floating an idea of using "e-learning" in the place of paid, live, substitute teachers at the high school level.<br />

rather assign students an e-learning period for the affected class

E-learning, as laid out by the IBO, would entail that high school

the current class syllabus, credit recovery, or extra credit.”<br />

The annual report, released Thursday, included more than 90 other
belt-tightening prescriptions the city might try to cut costs and raise

The spitfight between New York City mayor Bill DeBlasio and New York governor Andrew Cuomo is a distraction from the reality that they have the power to influence spending and construction priorities in New York City, yet they do little to use that power to address a mounting homelessness problem in the city.<br />
<br />
The Port Authority on Thursday authorized a capital spending plan that would includes replacing the 40th to 42nd Street bus terminal with a new structure. However, the <a href="http://www.amny.com/transit/port-authority-passes-32-billion-capital-plan-securing-funding-for-new-bus-terminal-1.13137194">amNew York reports</a> that this will not come near addressing the full tab for this: $10 billion.<br />
<br />
This giant expenditure is questionable on a number of grounds.<br />

Why are the supposedly progressive city and state executives not interceding against this and instead addressing the need for more affordable housing in New York City? The fact that the New York City Department of Education teaches a number of homeless children that equals a small city --<a href="https://thinkprogress.org/nyc-homeless-students-1d9e90719a77#.l8f90hw66">100,000, according to numbers this past fall, as published in "The Homeless Crisis in New York City's Schools"</a> -- is indicative of an absolutely outrageous condition. See this more recent report <a href="https://www.dnainfo.com/new-york/20170216/east-village/nyc-schools-homeless-students">this week in DNAinfo,</a> citing a new interactive map on the distribution of homeless students in New York City schools. <a href="http://www.icphusa.org/new_york_city/on-the-map-the-atlas-of-student-homelessness-in-new-york-city-2016/">The Institute for Children, Poverty and Homelessness reported</a> that if Chancellor Carmen Farina's New York City Schools' homeless students had their own district, the district would exceed the size of the Boston and Seattle school districts, combined.<br />
<br />
Yet, there is no attention by mayor DeBlasio or governor Cuomo on this true emergency. (And do you think that charter schools are zealously seeking to pick up homeless children for seats in their schools, schools that Cuomo accommodates with regular increases in the charter school caps?)<br />
<br />
And if the Port Authority wants to channel billions into a giant project, it should acknowledge that the bus terminal is adequate, as evidenced by the ample headtimes between buses in the terminal. It, and DeBlasio and Cuomo ought to support more urgent project needs such as building a new pair of train tunnels to replace the <a href="https://nextcity.org/features/view/gateway-tunnel-project-hudson-river-train-tunnel-amtrak-new-york-jersey">aging pre-World War I North River Tunnels of Amtrak</a> that Amtrak and New Jersey Transit use to travel between Manhattan and Hudson County, New Jersey. (<a href="http://www.politico.com/states/new-jersey/story/2015/08/cable-failures-hint-at-more-cross-hudson-doomsdays-000000">The walls and cables for the tunnels have been damaged by sea water</a>, especially during the Hurricane Sandy storm.) Port Authority and the two politicians ought to lend their cooperation with politicians in New Jersey for extending the Metropolitan Transit Authority's 7 train to Union City, New Jersey. That city and the Hudson County cities adjacent to it are density packed cities, yet they lack speedy access to the Manhattan. The present options of bus or light rail travel to Hoboken are inadequate because their trips to the Hoboken terminal are too slow. Likewise, bus travel through the Lincoln Tunnel is unacceptably slow during rush hour. A 21st century metropolis should not have such slow transit options for the major population area that Hudson County is.<br />
<br />
But this is all not a shock. DeBlasio has ignored the housing emergency, as he has favored new housing developments that absurdly bill themselves as mixed income when what they consider is modest income is truly at the upper 25 percent of incomes. And meanwhile <a href="http://gothamist.com/2016/07/26/affordable_housing_deblasio.php">the city is <span id="goog_1161971524"></span><span id="goog_1161971525"></span>550,000 units short of housing for families making under $45,000 per year</a>.</div>

Nothing shows classism and racism like the new Second Avenue and where it goes and where it does not go. There are two philosophies of providing transit: provide it to the car-oriented people to wean them away, or provide it to the people who depend on it. Clearly they Metropolitan Transit Authority is practicing the philosophy of build the train for the affluent who use taxis more.<br />
<br />
The new line goes to possibly the wealthiest neighborhood of the nation, the Upper East Side, 72nd Street, 86th Street and 96th Street. The definitive divider between the rich and white Upper East Side and the working class and more Latino area is 96th Street, where the Metro-North leaves the tunnel and becomes an elevated railroad. And 96th Street is where the subway ends.<br />

This Upper East Side serving new route of the Q train is a bitter contrast against the trains of the past.<br />
In the past the Bronx was white and when the elevated was built in Manhattan, Harlem, central and east, was white.<br />
Until the 1970s there was a Third Avenue Elevated in the middle of the South Bronx. And when the far upper reaches of the East Side were transitioning from suburban to urban, a transit company built to 129th Street. Service on the Manhattan section of the Third Avenue Elevated was terminated in 1955. The city dithered for years and there was no action taken to build the promised subway replacement.<br />
<br />
The transit system in the bus division is under mighty strain because they are serving trajectories that are not served by subways or elevated lines. In sections of the Bronx, Brooklyn and Queens buses are impossibly crowded. Drivers routinely pass waiting commuters when the buses reach crush capacity. Even the new accordion or "articulated" buses are stuffed. So, the city needs better connectivity to the upper Manhattan and the Bronx.<br />
<br />
The crush capacity platforms and trains on the Lexington Avenue 4, 5, and 6 lines are strained and these issues will not be resolved by the stub subway to 96th Street. There is no connection for people in Harlem, in the Bronx. And there are no discussions of relief for the hapless commuters in the outer borough who have to suck in their guts and move further back in the bus, only to continue to be sardines.<br />
<br />
And did you notice the mini art gallery look of the stations? All for the Upper East Side super-rich. The trains are so far below the surface. There's no need for that. Existing pines and utilities are not that far below. This is patently a sop to the richest percents, so that they will never feel the vibrations. Seriously, can you see such care if the MTA ever does care about the people that already are transit dependent? We cannot expect to ever see a Utica Avenue line or a Fordham / Pelham Parkway line. Can you really expect deep bore tunnels for a Utica Avenue subway, and so protecting Ocean Hill from subway vibrations in the same way the Second Avenue's deep bore protects the Upper East Side.<br />
<br />
Others have recognized the strain and have called out the neglect since the 1970s. New York City, with more billionaires and millionaires than ever. Yet no provisions for express tracks. And there are no plans to address the transit corridors that need to be built in the outer boros.<br />
A cross-Bronx line along Fordham Avenue/Pelham Parkway, a cross Queens line from Whitestone to Jamaica, an extension of the F to the Nassau border, a Brooklyn line to the Belt in Flatlands, and a new Utica Avenue line. These are neighborhoods where new lines are desperately needed. The most comfortable New Yorkers should be taxed, so that New Yorkers can move as easily as the uber rich can move from 86th Street to midtown Broadway with its theatres.<br />
<br />
We can just wait til more New York gets gentrified if we're going to expect lines in places like Central Bronx or a line to La Guardia Airport. When the neighborhoods in question get the political clout then we'll see a line.<br />

Maybe the MTA will find the funds when the upper five percent move into East Harlem. Notice the hype for neighborhoods that New York Magazine added.<br />

The city will have a greater conflict: trying to convince the modest income New Yorkers to build giant sea walls to protect the millionaires' lower Manhattan, while the truly vulnerable New Yorkers will be in the tens of thousands in Staten Island, and southern Brooklyn and Queens at the Atlantic Ocean's edge.
